Political strategy Here are the things that need to be done:
The legislation must be funded in such a way that we limit the number of schools that can be accepted into the program. You cannot take finite $ and spread over all schools. That will accomplish nothing. By limiting supply, it will create demand for the program which will then put pressure on Congress to approve the funding so parents can get this program in their schools. So huge funding isn't needed to get started. Roadblocks will be objection to requiring a national curriculum to receive the subsidy. However, the objectors won't have a data supporting that each school having a different curriculum is better. One solution to this objection would be to have a limited number of national curriculums that are approved by OERI. So there would be choice and a process and criteria for getting a proposed curriculum approved as one of the available options. |
